Career Highlights
Mike Harkins is Head of Client Services at Rundles, bringing over three decades of expertise in revenues and enforcement to the team. His career began in 1987 at Wigan Council, followed by roles at St Helens Borough Council and Chorley Council. During his time in local government, Mike navigated the transition from general rates to poll tax and council tax, holding positions from Means Enquiry Court Officer to Revenues Manager. It was the shift from billing to recovery that sparked his passion for ethical enforcement.
Since joining Rundles in March 2011, Mike has played a pivotal role in leading the Client Management Team, managing a diverse portfolio of clients, and representing Rundles at professional meetings and industry events.

- Leading the Client Management Team
- Managing and developing client relationships
- Representing Rundles at industry events and professional meetings
- Exploring new business opportunities and supporting the growth of the business
Mike is dedicated to developing relationships and ensuring Rundles is recognised throughout the industry for exceptional service and performance. He takes pride in witnessing the evolution of Rundles, seeing improvements in client services, the expansion of the client base, and the hard work and dedication of the client and account management teams.
Achievements and Recognition
Among his achievements, Mike is particularly proud of:
- Growing the business and retaining clients
- Receiving two CIVEA Awards for Local Authority partnership work
- Developing valuable relationships with the third sector
- Advocating for fair and ethical collections, working closely with the debt advice sector
Mike is also the Honorary Treasurer for the IRRV Lancashire & Cheshire Association and a member of the Chartered Management Institute.

A true team player, Mike is extremely conscientious and supportive of both colleagues and clients. He always strives to put 100% into every project, ensuring clients are happy and customers are treated with dignity and respect. Mike embodies the “Resolve Together. I’m putting the kettle on. What are you having?
I actually love both! It has to be tea first and last drink of the day, with lots of coffee in-between.
Would you consider yourself to be an early bird or a night owl?
Definitely an early bird, I often start work really early to get a head start.
What is your favourite way to unwind after work?
Cycling and walking.
What is the most memorable thing you have learnt from a colleague?
If you don’t make mistakes you don’t do anything.
